Only complaining via the letters page, achieves very little

Its always a bit disappointing when the first time you find out that somebody has got a problem, is when it appears in the letters page of the local newspaper.  It’s doubly disappointing when the person making the complaint is known to you, because you have had dealings with them in the past and have actually been successful in resolving an issue for them.

Don’t get me wrong, I’m not seeking to be the best thing since sliced bread – never really understood what that means – and be the go to guy for everything and everyone, but I’m just a bit nonplussed as they say, that this gentleman didn’t at least given me a heads up on the issue, at the same time as writing to the newspaper.  All that said, I have actually been looking into the issue of drivers allegedly ignoring the pedestrian crossing on Wygate Park, over the last couple of months, following a comment made to me by a resident sometime ago.

OLYMPUS DIGITAL CAMERAThe comment was along the same lines as the letter in the press and although I have not witnessed any occurrences myself, it reminded me of my own concerns about this crossing.  Until the recent conversation, I thought it was just me and that I was somehow becoming less aware of such things and therefore needed to be on my guard when driving.  This is often a criticism of drivers of a certain age, so I had to consider it as a possible reason for my concerns, regarding this pedestrian crossing.  However, having heard these concerns from somebody of lesser years, I thought I’d do some further research.

For sometime now, I felt the crossing was somehow less obvious as you approach it in the car, than similar crossing in other locations – but only during the hours of daylight.  At night the opposite is true and I would defy anybody other than a blind person, somebody sleep driving, or somebody completely off their head on drink or drugs, not to see this crossing clearly.  Not only is it floodlit, it also has illuminated black and white posts, that work brilliantly in combo with the flashing yellow beacons that top them.

Unfortunately, during the hours of daylight, the beacons seem barely adequate and along with other surrounding issues, I wonder if this might be the cause of the alleged pedestrian near misses?  Does the background of nearby trees and branches make the beacons less visible than normal?  Is it the light units on top that leads a driver to see these as street lights, rather than the crossing illumination and warning beacons they actually are?  Could it the fact that the crossing actually sits on one of the traffic calming platforms, making the viewing angle from a driver’s perspective, shallower and the black and white crossing less obvious?

I’ve been in touch with the county highways department, asking all of these questions and they are of the opinion that there’s no problem with either the crossing, or its visibility.  As always, they are forced to look at getting the biggest bang for their ever decreasing buck, so they use the accident and incident figures for a given location, as a way of determining its priority.  In the case of this crossing, nobody has been run over yet and, thankfully, nobody has been killed, so it doesn’t even figure on the highways dept’s radar, when it comes to spending money on improvements.

I have made enquiries with a company that supplies beacons that have a ring of flashing LEDs around them, having seen how effective they are in other areas – Peterborough City seems to fit these as standard.  Unfortunately the cost, over £3000 per beacon (higher than standard, because of the integral flood light unit on top) makes funding any improvement from my ward budget almost impossible.  Just to make life a bit more difficult, county highways would still not sanction any changes, unless they received what’s called a commuted sum of £2,700, to cover the increased cost of future maintenance, or replacement due to accident damage.  Understandable, but nonetheless frustrating.

I really do hope that neither the letter writer nor myself, are proven right in our concerns and that the crossing continues to offer genuine safe passage to pedestrians crossing this increasingly busy road.

If I happened across a blog written by a moron….

If I happened across a blog written by a moron, that contained a personal attack on me, I’d probably respond to it something like this.

I’d suggest that they didn’t ramble on and on, like somebody just back from a binge drin20130922-232829.jpgking session and lacking the brains to go to bed and sleep it off instead of scrawling on their blog page. I’d also suggest that they read more carefully what they are ranting about before going off half cocked, like a spoilt child that’s just been told they can’t have a sweetie.

Finally, I’d tell them that, if they want to keep banging on about something written months ago, all of the above applies and that they shouldn’t think themselves so important that everything that was written all those months ago, was only about them.

Oh, and if I happened to try to find out a bit more about the writer of the blog and took a look at their profile, I’d be very suspicious if I found that it actually contained 1010754.largeabsolutely nothing about them, or anything else come to that. I’d also have to wonder what they had to hide and ask how they expect to be taken seriously, when they hide themselves from their readership.

Of course I’d only respond like this if I happened to come across such a blog entry.

E20130922-232534.jpgven then, I might think twice about bothering, especially if the site was saturated with tacky adverts, designed to make money and not really communicate with local people at all.

Likewise, if the site was just a regurgitation (vomit for short) of other people’s stuff, this would clearly show that the owner had a lack of original thought, so it wouldn’t be worth reading in the first place, so I’d probably never bother reading it and wouldn’t have to respond like this after all.

Time for CPE to broaden its horizons?

untitled-1Now that the county council has taken over the regulation of on street parking, law and order has been restored to our town centre, with shoppers and visitors finding it easier to stop to make a quick visit to a local shop or office.

The Civil Parking Enforcement (CPE) officers now know where the hot spots are and are able to target these to great effect. One might even suggest that few of these offences take place before 8.45, or between 2.30 and 3 pm on any given day. Given their effectiveness at restoring order to the ‘wild west’ that was Spalding town centre, I wonder if the powers that be would consider widening the remit of CPE in order to restore some order to the streets around our schools?

As any highway’s officer or traffic cop will tell you, Spalding isn’t unique when it comes to stories of bad behaviour by car driving parents on streets around our local schools. Until now, the police have been the only ones with the powers to deal with these miscreants. Given the lack of police resources, the likelihood of a cry of, ‘you’re nicked!’, being heard outside of any school gate, is virtually nil. However, with the advent of CPE, we now have the potential to address this problem, thereby reducing the misery suffered by residents living in the streets surrounding our schools.

yellow-zig-zag-lines Most of our schools now have yellow zigzag lines on the road outside their front entrance. Whilst this seems to do the job of keeping these areas clear at the required times, it also has the knock on effect of pushing bad parking behaviour into surrounding streets.

images 4I’m not suggesting that we should now be scarring every side street, around every school, with double yellow lines – as well as being an eyesore, that would make life even more difficult for residents. However, I do believe that it should be possible to make effective use of CPE to enforce some of the existing rules on the parking of vehicles on the public highway. Parking across a driveway where there’s a dropped kerb is an offence, as is parking with 10mts of a junction in most instances.

Once a few tickets have been issued outside of a number of schools and over a period of time, word will soon get around that the parking enforcers have widened their horizons and that it’s time for car driving parents to start behaving themselves.

20 mph speed limit needed on our residential streets

Living Streets is a national charity that campaigns to make our streets and roads safer places for us all to use. Their strap line is, ‘putting people first’ and they have just launched a national campaign to encourage more councils to introduce a 20 mph limit in residential areas.

This is something I have been trying to get the county council to consider for sometime now and the more public support there is, the more likely it is LCC will give it some serious thought. If you would like to make the streets safer for our children, please go to the Living Streets website and take part in their ‘Show You Love 20mph’ campaign.

There would also be a further benefit to making the 20mph speed limit legally enforceable in Lincolnshire. Many of our schools have what is currently only an advisory 20mph speed limit on the street outside of them. This advisory status means that even when a driver is spotted exceeding it, the most they will currently get from the police is a ticking off and advice on being a more responsible and considerate driver.

Health experts back 20mph calls

Calls for a default 20mph speed limit in residential areas have received the backing of public health experts.
Dr Mike Knapton, associate medical director at the British Heart Foundation, has urged ministers to take action to make neighbourhoods safer and encourage children to be active by walking and cycling to school.
‘Parents want to see safer streets – the Government must change the standard speed limit to 20mph on the streets where we live, work and play,’ he said.
New research published by Sustrans found the majority (56%) of parents in the UK believe kids would be more physically active if speed limits were lowered.
A separate poll published by the pedestrian charity, Living Streets, found more than a third of adults would also walk if they felt their streets were safer and more attractive.
The Government’s public health tsar, Duncan Selbie, who is chief executive designate of Public Health England, recently used 20mph zones as an example of how public health chiefs can provide ‘visible, accessible and practical’ evidence to influence councillors’ decisions to benefit of communities.

Too many drivers speeding where we live

Below is the detailed report from Lincs Road Safety Partnership, following the traffic speed surveys I requested on Wygate Park and Park Road in Spalding. Although the numbers of speeding vehicles is relatively low compared to the overall numbers checked, it’s still extremely disappointing to see the numbers in the hundreds. R U 1 of these?

I now have the results of the Archer survey carried out on Wygate Park and Park Rd at Spalding.

In relation to Wygate Park a survey was carried out on Wygate Park near the junction with Law Court monitoring traffic flow in both directions.

Over a five day period a total of 13,713 vehicles were checked 9,992 of these vehicles were travelling towards the town centre. Of vehicles travelling towards the town centre 442 vehicles (4.4%) were travelling at a speed where a speed awareness course would be an appropriate course of action. 189 vehicles (1.9%) were found to be travelling at a speed where prosecution would be an appropriate course of action.

Vehicles travelling towards the A151 21 vehicles ( 3.4%) were travelling at a speed where a speed awareness course would be an appropriate course of action. 25 vehicles (0.6%) were found to be travelling where prosecution would be an appropriate course of action.

In relation to Park Rd the survey was carried outside 214, Park Rd monitoring traffic flow in both directions. Over a five day period a total of 26,095 were checked 10,479 were travelling towards Spalding town centre and 15,616 travelling towards Pinchbeck Rd.

Vehicles travelling towards the town centre 107 (6.1%) were travelling at a speed where a speed awareness course would be an appropriate course of action. 36 vehicles (2.1%) were found to be travelling at a speed where prosecution would have been an appropriate course of action.

Vehicles travelling towards Pinchbeck Rd 286(11.0%) were travelling at a speed where a speed awareness course would be an appropriate course of action. 189 vehicles (7.1%) were travelling at a speed where a prosecution would be an appropriate course of action.

I realise the survey results may not support your impression of vehicles speed using these roads indicated by your correspondence. However, I deal with many complaints relating to speeding and I find ‘Speeding’ is both a very emotive and perceptive subject. To one person speeding may simply mean exceeding a given speed limit,when to another speeding may mean travelling too fast for the conditions whilst staying within the speed limit.

An indication of whether drivers are using a road too fast for conditions is its collision history. I have checked the collision database of all collisions recorded on Wygate Park and Park Rd with eight slight injury collisions on Park Rd and two slight injury collisions for the last three years and out of the ten slight injury collisions none can be attributed to speed.

The aim of the Lincolnshire Road Safety is to try and reduce the amount of fatalities which is distressful for those involved, however caused in the county but we put our resources into the area’s that have high collision figures and a high recorded data in relation to drivers ignoring the speed limit for the road their on. With the ultimate aim to make the roads safer in the whole county.

I will pass on the results of the survey to the local neighbourhood policing team for them to take any action that they feel is necessary during the the course of their patrol.

Bin the bags everybody

Prompted by the CPRE, I have written to John Hayes asking for his support to address the plastic bag blight our public spaces suffers.

I am writing to ask for your support on the important issue of single-use carrier bags.

Last year was the second in a row to see an increase in the use of single-use bags. In 2011 a total of eight billion ‘thin-gauge’ bags were issued throughout the UK, which represents a 5.4% increase compared with 2010 (7.8 billion). I am very concerned that all of the net growth occurred in England, particularly as England remains the sole home nation not to have a single-use bag levy in place or to be actively seeking to introduce one.

Single-use plastic bags are wasteful of resources and all too often end up as litter, which takes hundreds of years to biodegrade, whether on land or at sea; strewn in our towns, countryside or beaches they are an eyesore, and often a hazard to wildlife.

In 2011, when commenting on 2010 plastic bag use, the Prime Minister said: “Progress overall went backwards last year, and that is unacceptable. Retailers need to do better. I want to see significant falls again. I know that retailers want to do better too but if they don’t I will be asking them to explain why not.”

Locally, I have tried, unsuccessfully, to persuade our local Co-op shop to stop giving out plastic bags as a matter of course, as these have proven to be one of the most significant and obvious causes of local littering. A legally enforced charge, would be a huge step to achieving my ambition for our community.

In October 2011, Wales introduced a levy of 5p per plastic bag. Since then retailers have reported a drop in plastic bag usage of between 70-96%, while Welsh public support for the levy grew to 70%. When Ireland introduced a plastic bag levy in 2002, plastic bag use fell by 90%, as did the amount of litter.

I strongly support the Break the Bag Habit campaign run by the Campaign to Protect Rural England, Keep Britain Tidy, the Marine Conservation Society and Surfers Against Sewage, which calls on the Government to reduce litter and waste by requiring retailers to introduce a levy on all new single-use bags.

Please raise my concerns with the Secretary of State for the Environment, Food and Rural Affairs, Caroline Spelman MP, and urge her to introduce a levy on single-use carrier bags in line with the successful actions being taken in Wales, Scotland and Northern Ireland, so that England is not left behind.

Is regular door knocking a must for councillors?

(An alternative title for this entry could be, ‘If I go looking for problems, I’m bound to find some’.)

I’ve been having an interesting debate with somebody who is kind enough to follow my tweets and even better, offer me some robust and valuable feedback.

This one follows on from the ‘know your councillor’ leaflet discussion, but goes on to look at how proactive elected members should be when it comes to seeking out local issues.

I agree completely with the point being made about the visibility, or rather invisibility, of local councillors. However, that view is based more on being a local taxpayer, rather than a local councillor. As a local councillor, I’ve come to realise just how difficult it is to make, let alone keep, people aware of who you are and what you do.

Local elections are probably the only times sitting councillors actively communicate with every household in their ward. From experience, even having delivered at least three leaflets in a relatively short space of time, plus a post election thank you card, you still meet people who haven’t got a clue who you are, or what you do. I’m not suggesting that this is their fault, just that it demonstrates how challenging it is to make yourself known to people who are busy living their lives.

It’s also my experience that, unless it has a theme that people engage with, holding a public meeting is not particularly effective. Even though we deliver flyers to every household and put up posters, on average, 80 or so people attended our public meetings. On only one occasion, did we achieve a level of response that saw people being turned away, because the school hall we were using wasn’t big enough.

Even if I had the time, would I go door to door, introducing myself to every householder and asking them if they had any problems I could help with? To be completely honest, probably not. Providing I make myself available, give people my contact information in various formats on a regular basis, via leafleting and, as I have done three times in the last year or so, arrange public meetings, then I think I’m doing as much as I personally can.

Armed with my contact details and an invitation to contact me if they need help, whatever the issue, then I think it not unreasonable to expect people to meet me half way and get in touch if they think I can help. You might not agree with me and of course that’s your right, that’s politics.

Spalding Primary School expansion plan problems

Up to now I, along with my fellow ward councillor, have attempted to be as helpful as possible in respect of the county council’s attempts to increase primary education provision in Spalding. A s106 that gave LCC 1.5 hectares of land and £1.3m towards the provision of a brand new school, was due to terminate in 2013, meaning that the county would of been left with no means of increasing the education provision, other than by raiding its own rapidly diminishing coffers. Loss of these funds and the associated land would leave the county council with an ever increasing number of children to accommodate, but no money to do it with – hence our very qualifed support.

The county council have moved very quickly from the provision of a new school on the s106 land, to using the associated money to expand Spalding Primary School. The school already suffers from significant issues regarding traffic congestion and parking. My attempts to offer a radical solution to both the existing and the inevitable future parking and traffic problems have apparently not found favour with the county council. Also, having now seen the architect’s plans for the so called extension, my support for this plan is melting away faster than the latest fall of snow. Not only has the extension become a totally separate building, of virtually equal size to the main body of the existing school, the traffic and parking solutions being suggested are, in my opinion, nothing of the sort and will not offer any relief from the daily misery visited on residents.

Unfortunately, the county council is able to give itself planning permission for such schemes and given their remote and too often high-handed attitude to local issues, I am fearful that the residents concerns will be over-shadowed by ‘the greater needed’, or worse still, ‘the bigger picture’.

Lincolnshire County Council education department have gotten themselves in to this mess by failing to forward plan and build on the opportunity presented by having a large area of land available and a £1.3m pot of money. Had they started budgetting from the moment the planning application was approved, I am sure they would of had a significant pot of money to add to the index linked sum now about to become available to them. Instead, they have chosen to use only the s106 money to squeeze what is effectively a 210 place infant’s school, on to the same site as an already full to capacity junior school.

in an urban location, where many of the children would be taken to and from school by either public transport, or Shanks’s Pony, this type of over-development might be acceptable, because whilst the school might be very busy, the roads and streets around it would be little affected by the comings and goings of parents and children. Unfortunately for LCC, this situation does not apply at Spalding Primary School and a large number of children are transported there by private car, all of which must find space to manoeuvre and park in the streets around the school.

The combination of an enlarged school and inadequate traffic and parking solutions, means that residents will very likely have to endure even greater problems should these plans go ahead.
We have organised a public meeting at the school on 5th March at 7pm, so that the public can come along, hear more about the plans and most importantly have their say.
