South Holland to benefit from working with the big boys?

Clearly, the landscape for local government will continue to be very uncertain, no matter what combination of political parties make up the next government.  Much as I would hope to see certainty and a Conservative majority returned, the British public seem so confused by what’s being offered to them and have such a short memory when it comes to the damage done by Labour whilst in power, that anything could happen.

It’s worth remembering that Labour didn’t just drain the national bank account dry and borrow billions of pounds on our behalf,  they also spent their time in office, unravelling much of what we consider to be the British way of life.  As well as liberalising the gambling industry, that now sees us suffer non-stop bingo, casino and betting adverts on the television, it was Labour that liberalised the licensing laws, leading to the town centre, drink sodden no- go areas, our police have to combat every weekend.

Labour also failed to take up the option of limiting access to the UK, from countries joining the EU, claiming that only 20,000 would come, when in fact 1 million did, and then dismantled our boarder controls, because they would now no longer be needed.  There’s a whole swath of badly drafted, back of a fag-packet policy, dreamt up by Tony Blair and his sofa cabinet, that we are still suffering the consequences of, yet some 30%+ of the British public remain willing to forgive and forget.  Come on Labour supporters, even if you can’t bring yourselves to vote Conservative, don’t let Labour and the two Eds back in so that can screw things up all over again, vote LibDem, or the Greens, they’re both pretty harmless in small numbers.

Proposal for Peterborough based combined authority 22 April, 2015 | By Mark Smulia

 The leader of the Local Government Association’s Conservative group is backing a proposed combined authority that could stretch across four counties and two unitaries.  Gary Porter is also leader of South Holland DC where the local Conservative party election manifesto said the council would work with “new partners from Peterborough, Cambridge, Leicestershire, Norfolk and Lincolnshire to create a combined authority”.
This would seek to improve local transport, increase economic development and drive regeneration, the proposal added.  Cllr Porter told LGC: “It would not cover all the counties mentioned just the economic area with Peterborough at its centre.  “We’ve had talks among leaders and chief executives are working on ideas to go to a roundtable discussion after the elections, but I can’t say now who would be in and out.”
A South Holland council report last month said that councils potentially interested in a combined authority were Fenland DC, Peterborough City Council, Kings Lynn & West Norfolk BC, Rutland CC and South Kesteven DC and that Boston BC formed part of a ‘functioning economic area’.  Peterborough leader Marco Cereste (Con) told LGC the idea was “most definitely something we’re exploring”.
Chief secretary to the Treasury Danny Alexander has previously mooted a ‘Greater Cambridgeshire’ combined authority including Peterborough and Cambridgeshire CC. The two authorities are currently piloting a scheme allowing them to retain 100% of business rates growth.  Cllr Cereste said he did not see “any conflict between what Gary and I are doing and our work with Cambridgeshire”.  “If that works it could be extended across any new structure that is created,” he added.  “No matter who wins the election local authorities are going to have to look at new things as times will still be difficult.”
But Boston leader Peter Bedford (Con) said: “Boston hopes to end up in whatever arrangement the [Lincolnshire] county council does.”  Asked about the idea promoted by South Holland, he said: “That is Gary’s thinking, but ours is to be with Lincolnshire. We’re 35 miles from Lincoln and from Peterborough and we are a rural area.”
South Holland’s initiative is a further attempt to solve the vexed question of how to create combined authorities in East Anglia.  The council voted last month to join the Greater Cambridgeshire Greater Peterborough Local Enterprise Partnership in addition to its membership of the Greater Lincolnshire LEP.

Kings Lynn & West Norfolk leader Nick Daubeny (Con) last week said he’d spoken “in general terms” to Norfolk councils, Peterborough and Fenland about the combined authority idea, while South Norfolk Council leader John Fuller (Con) predicted councils would “cluster round Norwich, Ipswich, Peterborough and Cambridge”.

Cambridgeshire CC leader Steve Count said: “There are a lot of different ideas around at the moment and its right everyone puts theirs forward and see where we get to.”  Rutland leader Roger Begy (Con) said: “The council like many others is considering a number of possible options.”

David Sparks: End central government’s abuse of power

It will be with a great sense of responsibility that I take on the chairmanship of the LGA next month. Following four years of councils taking on the biggest cuts in living memory, we have just under a year to go until the general election. What happens in the following 12 months will be crucial to the future of local government, to the services we provide and to the ambitions we have for improving people’s lives.

I believe the LGA has a responsibility to every council to lead the debate, set the agenda and ensure that a clear and compelling case for devolution makes its way on to the pages of every major party’s manifesto. Last year’s Rewiring Public Services began a debate about how to tackle the funding gap. We now need to set out clear actions the next government must take in the form of a convincing offer that is too good to be refused.

Across the country there is a dire need for more new homes. There is a huge challenge to meet in ensuring there are enough places at good schools. Unemployment among young people remains stubbornly high. We in local government know that the answers to these key challenges can be found in a radical devolution of responsibilities and power to local areas.

By the end of this year, both Wales and Scotland – whatever the outcome of the referendum north of the border – will be on the road to receiving greater freedom from Whitehall. The devolution question for the rest of the UK must be answered. English local areas cannot be left behind with their hands tied.

The Council of Europe recently concluded that the ability of local authorities in England to discharge their responsibilities was often highly restricted by central government.

I would go a step further. For too long now governments on all sides of the political divide have been guilty of an abuse of power. National politicians become gripped by the meddlesome urge to interfere in the local matters people elect local politicians to deal with. Westminster should have no business dictating to councils how often they can write to their residents, how to run waste collection services or how we raise and spend money to meet the needs of the people we serve.

As chair of the LGA I will be a staunch advocate for councils and the case for devolution. I will also be a determined champion for local government employees.

This army of unsung heroes have performed brilliantly through incredibly tough times. Faced with the biggest cuts in a generation, they have worked so hard at protecting vital services that people’s satisfaction with their councils has been steadily increasing. We as a sector need to recognise that.

Attacks from central government in the pages of the tabloid press take their toll on morale. We need to work harder to tell the public about the fantastic job the local government workforce is doing. We need to instigate a renaissance of careers in local government being valued and respected vocations that people are proud to do and the public truly appreciate.

One theme underpins all of this. The current model of governing the country is broken, expensive and no longer fit for the 21st century.

The success of my chairmanship of the LGA will be judged on the strength of the case we make to the public, this government, and whoever makes up the next one, that a radical devolution of power and responsibility to local areas is the only sensible answer to the big questions facing Britain today.

Planning and highways spending slashed

Planning and highways have seen the largest reductions in spending, according to the latest local government financial data published on Thursday.

Expenditure on planning services fell by 13.2% between 2011-12 and 2012-13 while spending on highways and transport services fell by 9.5% over the same period.

The cut in spending on services linked to growth, a number one priority for the government, contrasts with much smaller cuts in social care spending and increases in spending on housing benefit costs.

The LGA has previously warned that the combination of growing demand for social care services and significant funding cuts would mean spending in other areas, such as planning and highways, would be squeezed harder and harder.

Social care spending fell by just 0.2%. However that masked a different story for children’s social care, where spending increased by 2.8%, and adult social care, where spending fell by 1.4%.

Other areas of increased spending were housing benefit costs, which increased by almost 5%.

Although education spending fell by 7.7%, government statisticians warned that comparisons should not be made over the two years because the reduction was caused by academies leaving local authority control.

While total revenue expenditure fell by 5% between 2011-12 and 2012-13, the reduction was just 0.2% once changes to education responsibilities and funding were removed from the comparison.

The figures also show that councils increased their reserve levels by £1.7bn, not including a £0.9bn addition to the Greater London Authority’s reserves.

However, there were a quarter of councils which did not add to reserves and ended the year with less in the bank.

Threat of revolt wins Tory shires more money

MINISTERS have backed down and promised more money after a revolt by shire Tories against “grossly unfair” cuts in local government spending.
A group of about 120 councils, mostly Conservative-controlled, warned Eric Pickles, the Communities Secretary, that reductions in spending announced last month would “crucify” rural communities.
The group was considering bringing a judicial review against Mr Pickles’s settlement, which it said would see “predominantly rural” councils receive 3.81 per cent less from central government compared with cuts of 2.05 per cent for urban councils.
Andrew Lansley, the Commons Leader, has signalled that a “correction” will be applied to next year’s spending figures.
Mr Lansley said the difference between spending on urban and rural councils was a “matter of concern”.

BREAKING: Council tax benefit cuts to double

Cuts to localised council tax benefit are set to almost double and will reach 18% by 2014-15, it has emerged.

Council leaders learned of a further 8.5% cut to council tax support – on top of 10% already announced – during a meeting with ministers held yesterday.

Sharon Taylor (Lab), leader of Stevenage BC and chair of the LGA’s finance panel said the 8.5% cut in 2014-15, equivalent to £280m, was revealed during a meeting held on Wednesday with ministers and officials from the Department of Communities & Local Government.

“That is not what we were expecting,” she said. The LGA has received verbal confirmation of the surprise cut since the meeting and intends to lobby against the move, she said, which comes on top of a 10% cut due to be applied in 2013-14.

Cllr Taylor said it had been “made clear” in the meeting that the protection of pensioners from council tax benefit cuts would continue. This would mean cuts of more than 18% for other groups of claimants.

The revelation has led to fears that council tax benefit funding will be phased out following its localisation from central to local government, due to take place in April.

Mehboob Khan (Lab), leader of Kirklees MBC, said: “What’s really concerning is the…implications for council tax allowance in the future.” He told the LGA executive, meeting on Thursday, that sources close to the Treasury had suggested council tax benefit “would not be ring fenced” and was “likely to be reduced each year”.
