Treat councillors with respect – or face the electoral repercussions

Councillors have not been generously treated by this government. Their role – which should be seen as the linchpin of local democracy – has been likened to that of a scout leader and their pensions have been taken away. More importantly than that, their local authorities must shoulder a disproportionate burden of public sector cuts and have lost even more freedom to exercise their democratic mandate in areas including planning and the setting of council tax levels.

It is unsurprising that councillors feel neglected and their morale is low. LGC’s survey on councillors’ opinions of their party leaderships, which received responses from more than 1,000 members, gives some of the best evidence so far of the strength of this discontent. In the run-up to the local elections, when it is desirable to talk up party unity and bury discontent, councillors have pointedly withheld praise from their leaderships.

This discontent is by no means confined to the governing parties. Labour councillors’ verdict on their national leadership – which recently endorsed the retention of council tax referendums – is hardly anything to write home about. The three main parties are all now tarnished by perceptions of centralisation. All three groups of members give their leaderships an approval rating of less than 40% and none of them rate relationships between their party’s central and local arms as anything higher than six out of 10.

The survey also reveals how Conservative councillors feel promises of localism made by their party when in opposition have come to nothing. “Central Office are overbearing and impose their view as they obviously know better in their ivory tower (not!). Councillors’ views in the sticks are insignificant,” said one particularly aggrieved Tory member. The party scores worst when it comes to central-local relationships. Only the Liberal Democrats – scoring so badly in the opinion polls – do worse than the Tories when it comes to ratings of party leaderships and enthusiasm to campaign in next year’s general election.

LGC inevitably received fewer responses from the smaller parties and their survey results need to be treated with caution but it is noticeable that their councillors appear far more contented. Green and Ukip members are hugely enthusiastic about their national leaderships and central-local relationships are good. It seems that less cloyingly centralised structures boost councillor contentment – although, as Ukip has frequently discovered, a lack of party discipline can undermine the national message.

It is vital that the main party leaderships are mindful of another key role of councillors – in general election campaigns. Their legwork ensures leaderships’ messages are passed on to a wider audience on doorsteps across the nation. Without them, campaigns are hampered, the electorate remains in the dark.

With the general election only a year away, party leaders have little time remaining to rally the troops. Now is the time to motivate the foot soldiers who can take their messages afar. However, a sense of disappointment pervades many of them. Only devolution of power and a new culture of respect for councillors are likely to overcome the disappointment of many.

Councillor pensions may come back to bite MPs

Not content with merely stripping local government of its powers and finance, many central politicians appear intent on removing the livelihoods of its members too.

The decision to introduce legislation to remove councillors’ access to the local government pension scheme constitutes another reason not to stand for election, represent a community and take difficult decisions with the intention of improving lives.

There can be no greater service to the community than sticking one’s head above the parapet to be accountable for the destiny of residents – and face the consequences if one’s ideas are rejected or lead to problems. But applauding public service should not be used to justify any argument that those who perform it should be entirely selfless and receive little reward.

While there may be many good councillors who regard themselves as altruistic volunteers, along the lines suggested by Conservative chairman Grant Shapps, it is not necessarily desirable or wise to give responsibility for huge budgets to people whose only qualification for the role is being an enthusiast or volunteer.

Portsmouth City Council leader Gerald Vernon-Jackson (Lib Dem) points out that he receives just £28,000 annually to run an authority with a budget of £520m. Without intending to cast doubt on Cllr Vernon-Jackson’s capabilities, this sum is generally insufficient for anyone with a professional background to seriously consider local politics as an arena for their talents.

As the Co-operative Group has found, well-meaning but non‑specialist individuals are not necessarily conducive to ensuring vast organisations are well governed and look after the interests of those dependent on them. Far better to pay competitive wages or allowances – which in the case of councillors will always be less than those offered by large private organisations – and give yourself the best chance of avoiding scandal or incompetence.

The LGA’s 2010 census of councillors found their average age was 60. Just 12% were under 40. This is hardly representative of the population and potentially means that the needs of young people and young families are not understood. Local democracy becomes meaningless if only certain sections of society are represented so it is essential that council chambers become more than the preserve of the retired. High-profile councillor positions should offer a full-time wage and others some reward to augment the inevitable reduced working hours elsewhere.

It is entirely legitimate to query whether pensions constitute the most cost-effective means of encouraging people to become councillors. More generous allowances could provide a greater inducement. But to simply do away with a big incentive with no consideration of alternatives will be seen by councillors as a slap in the face.

Any parliamentary decision to end councillor pensions may come back to bite MPs when they seek the help of party activists – many of them councillors – in election campaigns. Ironically MPs defeated as a result would retain a highly generous pension.

The LGA is calling for greater devolution of powers to English councils after a European report concluded that local authorities in Wales and Scotland were better off.

The report from the Council of Europe, Local and Regional Democracy in the United Kingdom, expressed concern about “the financial resources of local authorities, their limited taxing powers and their dependence on government grants”.

It concluded: “Despite significant cuts, in Wales and Scotland local authorities are (still) better off financially than their English counterparts, but lacking diversity of local finances is a concern also there.”

The report said that “ambiguities” around the lack of recognition of the right to local self-government in the law beyond the general powers granted by the Localism Act 2011, also needed to be addressed.

It recommended the UK government reduce the financial burden on local authorities from budget cuts. It also called for better consultation arrangements for local government for “taking into account the necessity or opportunity for local authorities to consult their local population”.

LGA chairman Sir Merrick Cockell (Con) said that English councils were being “short changed” and called for the current model for the financing and running of local government to change.

He said: “Devolution of decision-making and tax-raising powers to local areas is needed to help save money and improve services and English communities need to be given the same significant say over everything from health services to public transport as they do across the border in Scotland, Wales and Northern Ireland.

“Our European counterparts also identified the urgent need for a fair and equitable distribution of public money across the United Kingdom, The 34-year-old Barnett Formula is short changing English communities by as much as £4.1bn a year and a needs-based model is needed for a fairer deal.”

The report also raised concern about councils’ ability to meet international obligations. It said: “A fundamental question in relation to Article 9 of the Charter [European Charter of Local Self-Government] is whether local government will have adequate (own) financial resources and whether these are commensurate with its functions.”

The Council of Europe regularly reports on the state of local and regional democracy in the EU’s member states. Its local government arm, the Congress, is responsible for the monitoring of local democracy in member states by assessing the application of the European Charter of Local Self-Government, which was adopted in 1985 and ratified by the UK in 1998.

Responding to the report, local government minister Brandon Lewis said: “The coalition government has delivered a fair settlement to every part of the country – north and south, rural and urban, metropolitan and shire. We have given councils new financial flexibilities, such as the local retention of business rates and scrapped top-down interfering quangos.”

Any chance UKIP can deliver anything locally?

I thought it might be useful to repeat the article below, copied from a Lincolnshire Echo online article. Obviously, all those who voted UKIP last Thursday, either didn’t read this sort of information, or they simply didn’t care enough about the issues referred to, compared to the national ones being pursued by UKIP. I’m not seeking to criticise those who voted UKIP, but rather use it to emphasise the anger and frustration with David Cameron’s policies, I experienced from people, whilst out campaigning.

Knowing how unhappy people are with what’s going on nationally and adding this to the local issues that have resulted from the EU’s open door policy, it’s hardly surprising that UKIP did so well, whilst making little or no effort. Despite all the assurances that politicians offer when confronted by the public on an issue, be it letters, petitions, or even protest marches, the only time they ever seem to really act, is when they get caned at the ballot box. Is it any wonder then that, despite being asked to only vote on local issues in local elections, voters take the only course of action that seems to work, the protest vote?

Conservative candidates used the track record of the Conservative controlled county council, on LOCAL issues, as the basis for their campaigning – naively it would now seem, at least in this part of Lincolnshire. Meanwhile, nationally, UKIP were attacking David Cameron’s more unpopular policies, many of them easy targets: *An EU referendum, but only if you vote him back in 2015. *Control of immigration (but not from within the EU). *Ring fencing the overseas aid budget and even increasing it, despite almost every other budget being cut and further cuts to come. *Pushing gay marriage through, even when it wasn’t in the Party’s General Election manifesto.

This allowed local UKIP candidates to jump on the national issues bandwagon, whilst doing virtually nothing locally, apart from promise to fill every pothole in Lincolnshire, but without saying where they would get the money from. Speaking to people in the Spalding South Division after the election, it seems that only myself and the incumbent Independent candidate, bothered to communicate with the vast majority of them in any way. It would seem that the winning UKIP candidate simply sat back and relied on the national campaign to do his work for him.

More locally, people are angry and frustrated by the results of being members of the EU and the high levels of East European migrant workers in South Lincolnshire, that has resulted from this. UKIP have ruthlessly exploited these concerns, but have not made clear how they would change things – because, in reality, they can’t.

Fortunately, the Conservatives are still the largest party on the county council and will now be seeking an alliance with one of the smaller grouping, in order to form a controlling group. I’m pretty sure this will not be UKIP. I sincerely hope, for the sake of the residents they now represent, the UKIP councillors stick to addressing local issues and seeking local solutions. However, the alternative is more likely. That they will waste everybody’s time, by acting as local mouthpieces for UKIP’s national agenda.

Tough choices lie ahead for councillors – Thursday, April 25, 2013

THE Lincolnshire County Council elections are just days away – and the new intake will have to contend with a whole raft of difficult issues. From crumbling roads and care provision to the future of libraries and coping with cuts, the situation will be complex. Here, we examine the key areas…

TRANSPORT AND HIGHWAYS
There is one subject which hits the headlines time and time again – in Lincolnshire and that is roads. From calls for new ones to the need to repair old ones, Our transport network is rarely out of the news. And incoming councillors at County Hall will pick up the baton on two ongoing, key subjects: the eastern bypass and potholes. It has been suggested that work on the eagerly-anticipated eastern bypass could begin in 2014, but the multi-million pound scheme still needs the nod from central government.
A number of county councillors have raised concerns over whether the building of the much-needed relief road will ever happen. Residents will hope inevitably be hoping that the new council will forge ahead with the project as a priority.
In addition, members will inherit the on-going pothole repair project.
Our roads are among the very worst in the country and it was revealed last summer that 80 per cent of highways were in need of repair. The county council received £6 million for essential road maintenance in Lincolnshire in December 2012. The Department for Transport gave the local authority the extra funding to be spent over the next two years on renewing, repairing and extending the life of roads across the county. Our next council will need to quickly prioritise road repairs because, as welcome as the money is, it will not go that far in such a vast county as Lincolnshire.

SOCIAL SERVICES
Of all the new council’s responsibilities, its Plans for social services will inevitably evoke the most garner huge attention. When they take to their seats in the council chamber, the new members assume responsibility for thousands of the most vulnerable adults and children in our county.
Yet with that role comes the constraints of an ever-decreasing budget and an ever-increasing demand for services.
Earlier this year, the Echo reported how children’s services face significant financial challenges, despite saving more than £22 million since 2011. Further savings of £3.9 million will need to be made by 2015. This comes after central Government announced a reduction to the Early Intervention Grant and the Local Authority Central Spend Equivalent Grant following school conversions to academy status. In addition, the way in which care for vulnerable adults is organised cannot be sustained, according to a report by finance bosses.
Despite making predicted savings of £9.5 million in 2012/13, further significant savings must be made. Council cash bosses said that ‘a complete transformation is required’.
The council introduced a personal budget system for buying care in its last term. While this was generally welcomed by users of children’s services, it proved unpopular with the families of some vulnerable adults. The new members will need to make brave decisions about how they balance the need for robust support services with reductions in funding.

DAY CENTRES
The subject of day centres has been a sore point for thousands across Lincolnshire for almost two years now. Lincolnshire County Council decided to close the 31 authority-led centres in the county in 2011. But joint petitions, with more than 8,000 signatures opposing the plans, saw the council changes its mind and give the centres two years of support, starting in March, 2012. But it has been announced seven day centres are already set to close.
While the authority desperately searches for ways of saving millions of pounds from its budget, there remains a fundamental need for quality services for adults with physical and learning disabilities. The closure of some day centres has caused uproar in some places, among users and politicians. Inevitably, there will be hundreds of families across the county who wait with baited breath to see how the new council will progress on this highly controversial subject.

HEALTH
While doctors, nurses and 999 teams are at the coalface of the NHS in Lincolnshire, elected county councillors actually play a crucial behind-the-scenes role.
One major job of the new councillors will be to act as a watchdog, calling into account decisions by health bosses and scrutinising standards of care. There are currently two significant issues which the incoming council will inevitably face. Firstly is a controversial drive by our ambulance service, EMAS, to restructure where crews are based, reducing the amount of stations in Lincolnshire.
The council had grave concerns about the plans during its last term and had even muted the idea of a new Lincolnshire-only service. This issue is likely to return to the fore at some point after the election.
Secondly, the new council will have to deal with the fall-out from the public inquiry, which named and shamed Lincolnshire hospitals for its high death rates.
The elected members will have a responsibility to scrutinise the local NHS and make sure we are receiving the best possible services as since April 1 local authorities have a new statutory duty to take steps to improve the health of those in our communities.

EDUCATION

CUTS

LIBRARIES
For many of us, libraries are a perfect venue to unwind and learn.
But as the country looks for ways to trim the national deficit, libraries become a prime target – not least because user numbers are falling. More than £2 million was cut from the library service in Lincolnshire last year and more could follow.
The future of mobile libraries are under threat and book loans to schools have been abolished.
Lincolnshire County Council has been involved in community efforts to save local libraries, such as the one on Saxilby which has moved from its previous dedicated library building to the village social club. More funding for libraries is unlikely to be made available in the next term of the council.

WASTE DISPOSAL
The future of rubbish tips was a huge talking point in 2012 and could well be on the agenda for Lincolnshire’s new county councillors.
As the council’s budget shrinks, councillors could find themselves discussing the possibility of tip closures. Following strong petitions last year, recycling centres in Whisby and Leadenham were saved from the axe. But opening hours at Lincolnshire’s 13 rubbish tips were trimmed as a result.
Meanwhile, there has been much controversy around the county’s reported £110 million “energy-from-waste” plant in North Hykeham.

FIRE SERVICE
The county council is the Fire Authority and has responsibility for the efficient provision of Lincolnshire Fire and Rescue. Perhaps the biggest challenge will be managing major cuts in Government funding. According to a report published last month, The Local Government Association estimates that by 2017/18 fire authorities across the country will have £600 million less in the coffers. It claims services will have 30 per cent less to spend in 2017/18 than now.

Why don’t people vote?

Very interesting post election piece in today’s Telegraph, that seems to lay some of the blame at the door of Tony Blair, for the lack of voter interest in our electoral process. Whilst that might be true, there’s no getting away from the fact that all those who have followed Blair, have used the same approach to governing this country and have therefore had the same negative effect on the public’s attitude to voting. Put simply, we now have a political system of compromises.

Our leading politicians may think they are being very clever deploying the tactic of satisfying most of the people most of the time. However, all it does is confuse the public by blurring the differences between those who stand for election to be our political leaders. Just like some shoppers often leave the supermarket without having made a purchase, because there was too much to choose from, the public will will walk away from the ballot box because they can’t fig out who to choose.

A couple of less than ideal examples would be, the Tories and their confusion over EU membership and the Labour Party’s increasingly cooling relationship with the unions.

Until voters feel involved, localism is a lost cause

THE American congressman Tip O’Neill once said that all politics is local. Yet judging by the pitifully poor turnouts in the contests to elect new police and crime commissioners (PCCs) in England and Wales, when people in this country are given the chance to influence local decision-making, the majority apparently does not want to know.

Earlier this year towns and cities rejected poorly promoted plans for elected mayors and the campaign for the PCCs was equally badly executed. The idiocy of holding the elections in November was the fault of the Liberal Democrats, who wanted them uncoupled from the local polls in May. Ministers only got fully behind the reform late in the day and failed to place an important extension of local accountability in a wider political context. Many people complained that they knew little about the candidates and even less about their powers. Moreover, a significant number objected to the whole idea on the grounds that it represented the politicisation of the police. That, again, was partly the Government’s fault for failing to promote the participation of more independent candidates.

But even if political leaders had spent the past six months talking about nothing else, voters would still not have flocked to the polling booths. Thursday’s lack of interest reflected a deeper malaise at the heart of our democracy that has been apparent for some time. Turnouts at national and local elections have been plummeting for 20 years and a report earlier this year from the Hansard Society suggested that political engagement is lower than at any time since the equal franchise was introduced in 1928.

In a recent survey of British social attitudes, only 56 per cent considered voting to be a civic duty; the number who thought it was not worth voting at all has more than doubled since 1991, from 8 per cent to 18 per cent. In the last three general elections, 65 per cent or less of the electorate has voted. The nadir was in 2005, with a turnout of 59 per cent: Tony Blair’s government, which secured 36 per cent of the vote, was returned with the support of just one voter in five.

It is telling that the highest turnout at a general election in recent years – 78 per cent – was in 1992. That was a contest in which people felt they had a real choice and that the outcome would influence the direction the country might take. Out of that defeat sprang New Labour, whose leaders set out to destroy politics as a battle of ideas and turn it into a technocratic pursuit of the floating voter underpinned by a mendacious mix of spin, focus-grouping and fence-sitting.

This lack of conviction and deliberate denial of leadership fed into a popular cynicism about politicians that was compounded by the expenses scandal in the last parliament. After all, it is not as though people have lost all interest in politics. Opinions are traded more freely than ever via the internet but they often have a common theme – a belief that politicians, whether national or local, don’t listen to the electorate, but rather conduct a debate among themselves and with the media that excludes the rest of the population. Why bother voting if you feel it cannot make a difference? It is this sense of participation – not simply in the vote itself, but in what comes afterwards – that is missing. Yet, ironically, the one thing that the creation of police and crime commissioners was supposed to achieve was to reconnect an important local institution with the people it serves.

No doubt many will conclude that the turnout indicates a popular rejection of localism – the idea that people should wrench back control over their public services after years of centralisation. They are too busy, have too many other distractions or they simply cannot be bothered, so just let the professionals get on with it. Yet if voters were given the chance to make a real difference – perhaps through a greater use of local referendums – then more would take part. Yes, we want our services to be efficiently run and to work properly; but that will only happen if we have more power to influence how they are delivered. National party machines have had their day. The lesson to be drawn from Thursday’s debacle is that we need more localism, not less.

A town council for Spalding?

As request here are some intial thoughts on the question of a council for Spalding.  To start the ball rolling, I have reproduced an entry I made in January 2008.

Spalding Special Expenses – Here we go again!

We had a special meeting of the cabinet today, mainly to approve various financial papers.  One of these was a consultation document on the Draft General Fund Revenue (GF) account.  Just like all things financial in local government, including the names they call things (GF!) the information (sorry data, information suggests useful data that makes sense!) is pretty impenetrable, unless you happen to be an accountant.  In my case, having the numeracy skills of a flip flop doesn’t help, so I’m normally the one asking the stupid questions.  Anyway, one of the items in the document was the Spalding Special Expenses and this is the prompt for my latest ramblings.

Spalding doesn’t have a parish or town council, but it does have the equivalent of a parish precept called Spalding Special Expenses (SSE).  This amount makes up a very small part of a Spalding resident’s council tax bill, but actually generates a great deal of debate at this time of year.  The proposed increase this year is about 4.17% or 1.6p a week, making the average total SSE this year £21.49.  Chicken feed most people would say, but even a small amount collected from a lot of people adds up to quite a bit of money (approx £183,000).   However, the underlying issue is how this figure is arrived at, who decides it and what it should be spent on.

The final decision rests with the district council, because Spalding doesn’t have a parish or town council and this is where the debate really gets going.  We have a Spalding Town Forum made up of elected members and some local organisation representatives.  However, it has no executive powers and can only make recommendations to the district council, which can of course choose to ignore them.

Should Spalding have a parish/town council?  I joined the district council in May 99 believing that Spalding should indeed have its own council, after all, how could so many people, 22,000+ then, be so under-represented compared to all of out smaller towns and villages?  However, now that I’ve doing this for a while, I’m less sure of the merits of this, especially when it comes to unravelling the finances, setting it up and paying the admin costs.  A major cost would be employing a clerk in the same way parishes do.  How much? £10k, £15k, £20k, who knows until it actually happens?  Finding a place to call home (an office) could cost anything from £2k to £10k.

What will the people of Spalding get for their money if they had a town council?  Apart from direct control over some very limited areas of council business, maintenance of Spalding Cemetery, Monks house Lane, Hailey Stewart and the provision of Christmas decorations to name a few, not a great deal as it stands!  However, once you have a parish or town council, theoretically the sky’s the limit (that’s a scary thought in itself).  

So, as far as I’m concerned the jury is still very much out on this issue and given the lack of feedback from the public of Spalding, I think it’s going to remain out for some time to come!

4. The budget provision for footway lighting has been removed, since no new lights are currently being planned.

5. The Town Centre promotion budget has been reduced to £2,000, so that the spiking machine can be funded this year and council tax increases maintained.

6. The Crime Prevention budget has been reduced to nil for 2008/09 and balances will be used, should the Herring Lane Car park income not be sufficient to pay for the maintenance of CCTV.  In prior years this budget has not been called upon.
